Dear Senator Rubio:

On behalf of the taxicab, limousine and paratransit companies in Florida, we would like to request a meeting with you to discuss comments you made during a recent lecture at Florida International University regarding regulations in the for-hire transportation industry. We would like to bring our national president TLPA, Robert Werth, to Washington to meet with you at your earliest convenience to brief you on this issue and the future of for-hire transportation services.

We were concerned about comments made during that lecture, which were reported in the press. This is not an issue about wanting more regulations or the taxicab, limousine or paratransit operators trying to put these new for-hire transportation companies out of business, in fact it’s just the opposite. We believe a meeting with you will help us provide some additional insight into this issue and what the future of for-hire services means for the public.

For some background on the Taxicab, Limousine & Paratransit Association (TLPA) – it was formed in 1917 and serves as the national organization that represents the owners and managers of taxicab, limousine, sedan, airport shuttle, paratransit, and non-emergency medical fleets. TLPA has over 1,100 member companies that operate more than 100,000 passenger vehicles, who transport well over two million passengers each day — more than 900 million passengers annually. As a whole, our industry transports 2 billion passengers annually, compared with the 10 billion passengers transported by public transit; provides half of all the specialized paratransit services furnished to persons with disabilities; serves as a feeder service to major transit stations and airports; and provides about half of its service to transportation disadvantaged people, such as the elderly, who are either not able to drive or do not have an automobile.

For-hire transportation operators, such as Uber, uberX, Lyft, and Sidecar, are currently operating in approximately 26 cities across the United States. The taxicab and limousine industries fully support the integration of technology into our industry. In fact, many taxicab and limousine operators have introduced their own apps, or are utilizing commercial apps, that integrate smart phone hailing through their dispatch systems. However, the industry does not support unregulated transportation services that bypass local and state rules and regulations, and thus pose threats to public safety and expose municipalities to liability.

Our goal is not to shut down these companies, nor to place them at any kind of disadvantage. Nor do we want to add any layer of regulation to the field of for-hire transportation. We simply ask that all for-hire transportation services be compelled to adhere to existing local and state regulations. Our ultimate goal is to serve the public safely, efficiently, and without bias. Transportation companies, when they comply with regulations, can further those goals through the use of technology and apps. However, when transportation companies are allowed to operate outside of the established regulatory framework, we move further away from those goals. The last thing our industry wants is for innovative technological solutions or for-hire vehicles to be maligned by bad public relations coming from unregulated transportation companies. We ask that all transportation companies operate on a level playing field, and work to promote safe, equitable, and efficient mobility.
